OPTIMALISASI E-GOVERNMENT DALAM PEMBERANTASAN KORUPSI

Abstract


Upaya pemberantasan korupsi telah menjadi fokus di berbagai negara, namun karena tantangannya yang kompleks dan beragam maka dibutuhkan usaha yang komprehensif dan diperlukan pendekatan yang inovatif, khususnya di lingkungan Aparatur Sipil Negara untuk memperkuat upaya pencegahan dan pemberantasan korupsi di Indonesia. Tujuan penelitian ini untuk mengkaji optimalisasi pemberantasan korupsi melalui instrument kebijakan Manajemen Sumber Daya Manusia dan E-Government di lingkungan ASN melalui kajian sistematis litearure review selama enam tahun terakhir. Metode penelitian yang digunakan adalah tinjauan literatur sistematis menggunakan 37 artikel yang relevan. Hasil tinjauan menunjukkan bahwa pendekatan yang dapat diadopsi dalam mencegah terjadinya korupsi diantaranya, mendorong pelaksanaan pendidikan dan pelatihan anti korupsi, memperkuat sistem pengendalian internal baik melalui audit, inspeksi mendadak, dan evaluasi (compliance management), membangun budaya anti korupsi (employee relation management), menerapkan reward dan punishment bagi yang terlibat (compensation and benefit), dan meningkatkan akuntabilitas pemimpin dengan menerapkan hukum yang lebih ketat untuk pemimpin dan pejabat tinggi yang terlibat dalam korupsi dan implementasi transparansi dalam kekayaan dan pengeluaran mereka. Namun penerapan e-government masih membutuhkan pengembangan lebih lanjut dan memastikan masyarakat umum dapat menggunakannya dengan mudah. Oleh karena itu, melalui rekomendasi instrumen kebijakan tersebut birokrasi dapat melangkah menuju sistem pemerintahan yang lebih bersih dari praktik korupsi di masa depan.
