STRATEGI NON-STATE ACTOR DALAM MEMBANGUN OPINI PUBLIK
Abstract
Bukit Kili - Gunung Talang merupakan salah satu daerah yang memiliki potensi panas bumi yang akan dikembangkan oleh pemerintah dengan potensi lebih kurang 20 MW. Kebijakan pengembangan tersebut mendapat penolakan dari masyarakat setempat dan masyarakat sipil. Gerakan penolakan yang awalnya hanya dilakukan oleh masyarakat sekitar kemudian mendapatkan dukungan dari salah satu organisasi non-state yaitu LBH-YLBHI. Tujuan dari penelitian ini yaitu untuk melihat strategi dari LBH YLBHI di dalam membangun opini publik untuk menolak rencana pembangunan PLTP WKP Bukit Kili - Gunung Talang serta melihat dampak dari strategi tersebut terhadap keberlanjutan rencana pembangunan. Desain penelitian ini menggunakan metode kualitatif. Adapun sumber data yang kami kumpulkan yaitu data wawancara, hasil observasi, naskah dinas atau kebijakan, dan juga artikel jurnal, website di internet, surat kabar, media sosial, dan youtube. Hasil penelitian menunjukkan bahwa LBH YLBHI Padang memiliki beberapa strategi di dalam membangun opini publik untuk menolak rencana pembangunan PLTP WKP Bukit Kili – Gunung Talang. Beberapa strategi tersebut antara lain: mengeluarkan press release sebagai strategi di dalam membangun opini publik, mengajukan sengketa informasi publik, dan membuka ruang dialog. Adapun dampak dari upaya tersebut mengakibatkan ditundanya kegiatan eksplorasi dan pembangunan PLTP WKP Bukit Kili - Gunung Talang dan belum adanya solusi dari Pemerintah dalam eksplorasi dan pembangunannya.
